You’re getting this issue due to the firewall and I think you have not configured firewall properly. So therefore go through the below steps to configure firewall properly:
1. Go to start, control panel and then click on the windows firewall.
2. On windows firewall go to the Exceptions tab and make sure if there is a checked entry Windows Live Messenger. If you won’t get then just make check mark on the Windows Live Messenger to add Windows Live Messenger as exception. Now save the setting and then try to sign to Windows Live Messenger.

If you’re not able to solve your issue from above steps then I would like to suggest you to uninstall and re-install Messenger:
In Windows XP click on Start, Control Panel, Add and Remove Program. Now in Add and Remove Program make click on Windows Live Essentials, and choose Change/Uninstall. Now you will get wizard for uninstalling Messenger opens. Once you uninstalled the Windows Live Essentials and after that install Windows Live Essentials again.

I have managed to solve this issue and to solve this issue I have just followed the below steps: open start and after that make click on run. Now on the run type: %appdata%\microsoft and after that make click on the ok button. Now you will get the Windows Messenger folder and just delete the Windows Messenger folder. Now once you done and after that configure firewall as said above, just do this and this will help you to solve your issue…
